Executive Order 11110?

Let's say, for hurmorist sake even though at times I'd wished it so. That the events on Novemeber 22, 1963 never took place. The Secret Service thwarted an ination attempt on the president. Which mostly like would have resulted in a much different country where Ronald Regan was never sworn as president, therefore never had the power to repeal Executive Order 11110. For those who are not familiar with this order. This executive order allowed the US Secretary of the Treasury[1], as per delegated authority given to the President by the Thomas Amendment to the Agricultural Adjustment Act, to issue silver certificates against silver bullion. Which meant over time the Federal Government would depend soley on the US Tresaury to make and circulate certiicates back by Silver and strip all powers away from the Fed Reserves by doing so. Incredible. My questions is. Whould it have work? The finacial institution would be a much different place today. Any thoughts?
