Why are Guam and Puerto Rico in the primaries?

Okay, I am curious about something. Places like Guam and Puerto Rico have delegates that can vote for the Presidential nominee, but why are they able to? Neither one of them can take part in the Presidential election in November, so what is the reason that they can take part in the primaries?
